OK so my friend has a 63 bug that the previous owner told us about. It basically goes like this. While driving the bug, if you are driving at say 45mph and the light turns red, when you push in the clutch pedal the car will stall. It seems to only happen when driving the car and not when you have the car parked. I have tried to play with the carb without success of fixing the problem. We rebuilt the carb since it seemed to be leaking fuel only to find out the leak is from the throttle section so we replaced the carb with a new carb. THe car still stalls so wondering what else to check?

I heard of this in the Samba some years ago. I think the answer was electrical..pushing in the clutch and/or brake pedal shorted a wire somewhere killing the engine. Memory is weak, but might be an idea. If the condition does not happen when sitting still then this may or may not be the answer. Since you swapped the carb with no change then it has to be something else.

Well it does not happen if any other time unless the RPMs are high and the car is moving. No brake is pressed either so I don't think it is electrical. I am wondering if it is a vacuum leak maybe?

Are talking a 28-30 Solex PICT or something more exotic?

If it is a Solex, and...
you are convinced it is not electrical, and...
you are sure it is not (somehow) fuel supply oriented (pump?), and...
despite the fact you rebuilt the old carb, and...
you replaced it with a "new" carb (assume China/Brazil/EMPI mediocre quality), and...
the condition is unchanged.

I'd bite the bullet and get a rebuilt Solex from Volkzbitz. He produces carbs that work and are a thing of beauty. That should eliminate the carb issue. YMMV
